The CTCleanEnergyOptions program was developed as a collaborative effort under the direction of the Connecticut Department of Public Utility Control (DPUC), the state agency
responsible for regulating electric utilities and markets. The collaboration included the Connecticut Office of Consumer Counsel, an independent state agency responsible for representing customers of Connecticut's regulated utilities; the two major electric utilities in Connecticut, The Connecticut Light & Power Company and The United Illuminating Company; the Connecticut Clean Energy Fund; SmartPower; and SmartPower collaborators Environment Northeast, Clean Water Fund, and the Interreligious Eco-Justice Network. The two clean energy companies, Community Energy and Sterling Planet, were chosen through a competitive bid process administered by the DPUC.
